Thanks to Tristan Brightman for the following rule correction:

I think you have to turn in one card of each other player, to get +10 points, and -1 to each of them.
I don't think you can turn in 3 of one player, and 1 of two others, and I'm not sure you can make someone lose more than 1 point, except through more than one set.
